Is it safe and by "universal code" to have a shower stall near a circuit breaker box?

I've looked through my city's code, but nothing talks directly about this.

No this is not safe. The codes you are looking for are the NEC or national electric code. In that code it states that you can not have a breaker box closer than 5 ft to water (paraphrasing the nec is not a light read). Also if you have any electrical device near falling water it needs to have a water tight en closer and I'm betting that the box you are talking about is not. By the way a good rule of thumb is that water and electricity don't play well with each other.
Reply:I think I would either call an electrician or not install it by the circuit breaker. I think that would be quite dangerous.
Reply:I am assuming this stall is in a bathroom. The NEC states that a panelboard shall not be installed in bathrooms. The other electrician is right about the 5' rule. Relocate panel or stall.

Reply:Think "Common Sense". Would you want to shower next to a circuit breaker box? "No" is the correct answer.
