Do all exterior concrete block walls need to be insulated, or are there code-appropriate ways of avoiding it?

thinking my builder took too many short-cuts. am i wrong? i dont want to be called out when i go to sell because it isnt up to nc code. pls advise! thanks!

best check the state website on building codes or later on you could be told that your house cannot be transferred until such a time as all code violations are brought up to date.
Reply:and taking the builder to task is just to hard...take the builder to task, you spent enough money with him to get the quality that is needed and for the codes to be followed, the codes also mean that a person from county/city comes and inspects the work during its progress...as should be the case if a permit was pulled....no permit? you don't have a leg to stand on...sorry.
Reply:Not sure about NC but it used to be 4' below grade, now in most new builds it has to go to the floor with vapour barrier. There is no way of avoiding insulating exterior walls in most building codes. Call your local township or city hall. They can answer that over the phone in a few minutes.
